The Money

The money was the incentive.

Your money is paying for the cameras and AI centers that watch you. Not as a side effect. As the business model.

Flock publishes a guide teaching police how to pay for it.

Published on Flock Safety's own website, written for police departments and sheriff's offices.

“The Byrne Justice Assistance Grant (JAG) and COPS Technology Program are among the most widely used federal funding sources for law enforcement tech.”
How to Fund a License Plate Reader (LPR) Program in 2026: 7 Funding Sources Police Agencies Are Using. Read it on flocksafety.com.

The seven sources it recommends

01Asset forfeiture funds
02Jail commissary funds
03Alcohol tax and ABC revenue
04Video gaming tax revenue
05Red light and speed camera revenue
06Prosecutor partnerships
07Public safety sales tax

Read that list again. Asset forfeiture, which is property taken from people. And jail commissary funds, which is money spent by the families of people in jail. The company suggests both as ways to buy the cameras.

The federal programs it names by title are the Byrne Justice Assistance Grant (JAG), COPS Technology Program, BSIR grants.

The scale of it.

Federal funding is the catalyst behind the rapid expansion of mass surveillance across the United States. These are the pots the money comes out of.

$1.4 to $2 billion

Projected to flow to local law enforcement during 2026, rising to $3.4 billion by 2027. $137 million had already reached local police through the 287(g) program.

Up to $1 billion

A five-year blanket purchase agreement between Homeland Security and Palantir for its Gotham and Foundry platforms. Sub-agencies including ICE and Customs and Border Protection can buy from it directly, without competitive bidding.

More than $2 million

What Flock Safety has spent on lobbying since 2025: nearly $1.3 million federally between January 2025 and July 2026, plus at least $1 million at state level, with lobbyists active in 34 states. The state figure understates the real total, because many states do not require lobbyists to report what they are paid.

Federal money is already flowing to Arkansas cameras

The federal government spends billions helping local governments expand Flock camera systems.

Alabama Gazette, August 23, 2026

And Arkansas is paying data centres to come here

For the data centre projects in Little Rock and West Memphis, local officials authorised the maximum allowable 65% property tax abatement for thirty years.
